When a control loop cycles, the question that matters is whether the cause is inside the loop or outside it. Inside means the controller or the valve is making the cycle, and the fix is a re-tune or a valve job. Outside means something upstream is cycling and this loop is only passing it on, in which case re-tuning it will not help and may make things worse. These reports separate the two, rate every loop with the CDL Control Index, and order the work by what each fix actually buys.
